Can't Edit TSB NES 2007 (32 Team)

When I try to open "32 Team Ultimate TSB 2007" in Tecmo Super Bowl Manager, I get the error "Not a valid ROM file!". When I try to open in TSB Sim Editor, I get run-time error '63', "Bad record number". When I open in TSBTool, and view contents, it cuts off at Bills' RB1. And when I "Import data" into TSBM 2000, "Sorry, support for that ROM isn't available yet." I can open other TSB roms in all of these programs and edit them normally, but not the 32-team version of the 2007-2008 season. Was this perhaps done on purpose? (for tournaments or online play) Or is there something I'm missing? And yes, I tried the search function first.
