I edited the original tecmo bowl roster of my team now every time I pass or run everything say incomplete pass? need some help here I am new to editing the game

awesome work you do I did how ever ran into a problem only two of the attributes was able to go to 99 the rest 15 is that a bug or is that how the editor is?

I was wondering if there is a roster editors for these games so I can make my own rosters and or edit them to the way I like them if its possible?
