Nevermind I found it ( x328CB - x328D2 are the pro bowl starters and the last two values are the returners.  Both Pro Bowl teams use the same values so you have to write code in order to separate them.)

Here this patch will make a separate starter table for the NFC at 0x32D40. Provided the rom being used doesn't have any hacks at the new data table location.

second to last byte is the KR =08 = RB3
last byte is PR  =0A = RB4
 
Every 0x02 is a position
 
 
You could change the location if you want. The pointer math works like follows
 
ADDR - 0x10 (INES header) -0xF8(due to the way it loops through the starters) 
 
Then swap the bytes.
 
 
Example:
 
New data at 32DC0.
1. Replace 32 with 8= 8DC0.
2. Subtract Ines header offset 8DC0 -0x10= 8DB0
3. Subtract index offset = 0x8DB0-0xF8 = 8CB8 
4. Swap bytes = 0xB88C
5. New Set Command = SET (0x323CD,0xB88C)

TFO stands for "Tecmo Fantasy Owners". The idea and rom hack are ran by the TFO Chief Operating Officer "TheRaja". The entire project is named "Tecmo Fantasy Owners Football League" or "TFO Football League".
 
Each team in the TFO Football League has been created by a different person; an Owner of a TFO Team. These owners set the stats, names, colors, logos, and superstar players for their team via an RPG like application they were sent. In essence they have "purchased" their dream teams.
 
After each owner submitted their team it was hacked into the original Tecmo Super Bowl for the NES. During the 2013 Season this was 24 teams in total, and in the 2014 Season (and on) the team limit was increased to 28 teams.
 
To make things more interesting instead of releasing the rom right away we document each season of TFO Football through our weekly programming, with our season starts the week after the NFL Superbowl. Each week TFO brings out full game footage, commentary games, video highlights, and other YouTube updates and scheduled TFO programming.
 
Season 1 of TFO (2013 Season) started on February 7th 2013. That season had 24 teams that played in an 11 week season, with 12 teams making the Playoffs. The first ever TFO Championship (The Shiva Bowl) was held on May 25th 2013 at TheRaja's home and crowned the Westeros Guardians (Owner Kyle Kniss) as the first ever TFO Champions. Season 2 of TFO (2014 Season) kicked off on February 6th 2014, That season had 28 teams that played in a 17 week season (one bye week per team). 12 teams faced off in the playoffs with the second ever TFO Championship (The Ifrit Bowl) being held on July 6th 2014 at 16-Bit Bar & Arcade in Columbus OH and crowned the Normandy Defenders (Owner Chris McCleese) as the second ever TFO Champions. Season 3 of TFO (2015 Season) kicked off on February 5th 2015, That season had 28 teams that played in a 17 week season (one bye week per team). 12 teams faced off in the playoffs with the third ever TFO Championship (The Titan Bowl) being held on June 28th 2015 at 16-Bit Bar & Arcade in Columbus OH  and crowned the Cleveland Steamers (Owner Ryan Anderson) as the third ever TFO Champions. Season 4 is scheduled to kick-off February 2016!!! We have returning teams like The Whovians, The Beergods, 8-Bit Brigade, Rainbow Unicorns, Westeros Guardians, and SouthJersey Slashers. We also have new teams like Rap Kings, Pallet Poke Ballers, Racial Slurs, and Nocturne Maniax! Also last years champion Ryan Anderson has retired his Cleveland Steamers and will now be the official TFO Commish! It is going to get CRAZY for this Season of Odin!!! And once Season 4 ends I will release the Rom File right here on TecmoBowl.com !!!

TFO's 4th Season will kicked-off TONIGHT with the return of Thursday Night Football! New owner Matt Bodenheimer brought his Rap Kings to face off against Jim Schoch's G.I. Joe!!! Did QB Tupac, WR Snoop Dog, and RB Eminem get the W, or did QB Duke, RB Snakeeyes, and the Cobra Defense drop the beat on them rappers?!?!?!?!

Mini Helmet Logo Info (Hex and Pallet)
This gives the Pallet Colors for the logos. I used this to make it easier for me when I made my TFO Helms. I didn't see anything in here that gave the default pallets for the logos so Im adding it here for reference. This saved me a ton of time when I did my mini helmets this year so hopefully it helps out others too
 
Please note each Mini Helm is made up of 5 different Hex characters starting with the Bills at x23BC6. The first 4 Hex characters represents the Mini Helmet drawn (So Top Left, Top Right, Bottom Left, and Facemask). The last Hex character is for the Pallet/Logo. This is what will allow you to change the Mini Helm colors and add different colored logos to each helm.
 
Please note that because of limited space some icons will need to be shared over multiple helmets. I try reusing Facemasks and under helmets when possible.
 
If a logo says "Under" that means the logo will be placed underneath the helmet itself. This can be used to make a color appear on the helm that the original pallet could not create (this is how I make Red or Gold Stripes on my helmets).
 
Normal Mini Helm Pallet Order:
00 (First) = Pink, Light Blue, White
01 (Second) = Grey, Orange, Black
02 (Third) = White, Blue, Yellow
03 (Fourth) = Green, Aqua, White
 
00-03 = No BG
04-07 = C7; Orangish Brown, Black, Pink
08-0B = B9; Pink, Grey, White
0C-0F = D0+D1; Pink, Grey, White
10-13 = C2; Light Blue, Green, Purple
14-17 = Red Helm (Under)
18-1B = C3 (Top RIght of Helm); Grey, Light Green, Purple
1C-1F = C6; Red, Orange, Black
20-23 = C4 (Under); Red, Black, Orange
24-27 = Yellow Helm (Under)
28-2B = Purple Helm (Under)
2C-2F = White Helm (Under)
30-33 = Gold Helm (Under)
34-37 = C5; White, Grey, Light Blue

Season Three of TFO is about to begin! And this is the BIGGEST SEASON TO DAY!!!!

We have 28 Custom Tecmo Teams playing a 17 week schedule (with 1 bye week) to crown the Season 3 Champion in the TFO TITAN BOWL!!!!!!! They join 2014's Ifrit Bowl Champion the Normandy Defenders, and 2013's Shiva Bowl Champion the Westeros Guardians!!! WHO WILL BE THE TITAN BOWL CHAMPION?!?!?!

So how does TFO work? Well each team is owned by a real life person. That person received an RPG form to create their squad. They got to choose their player's stats, names, playbook, play style, team colors, team name, and even the logo on their helmets!!!! But after they create their team the owners cannot change anything and are forced to watch the season unfold as every game is COM vs COM!!!!!!

And NEW this season is our Alpha Test of TFO-FF; thats TFO Fantasy Football!!!! 8 players have become the first ever Fantasy Fantasy Football league!!!!

You may want to delete BUF, IND, ATL, and NO. It seems like more work but when you get into the Team Ranking menues it will save your sanity as they go by range.

I found out the Team Data information for each team's division is @2E822.

I forgot to say; you could also (as per the same article: http://tecmobowl.org/topic/4162-shorter-punts-rom-hack/) make a punt kick longer and shorter too.

 

0x29369 is the area. F0 is what it is set to but if you increase it (to a max of FF) you can increase the punts overall distance for all punters.

I thought about doing this, but after running 2 season of a COM vs COM league I found that the CPU logic knows more then just how much power it needs to kick at. I've seen some low power punts, but they would fall 5-10 yards from the endzone wich is a really good punt in Tecmo. And since Punt Returns are risky because of fumble it work out quite well.
 
My bigger problem with punts is that they are very hard to return, esp when watching a COM game. So what I've done for the 2015 TFO Season (as per http://tecmobowl.org/topic/4162-shorter-punts-rom-hack/) was change the boost the kicking team receives to their speed. I halved the speed boost instead of fully removing it and find it makes punts a little more interesting:
 
0x8164: Change E2 06 E3 04 to E2 03 E3 02 (This boosts the punter himself)
0x8170: Change E2 06 E3 04 to E2 03 E3 02 (This boosts the rest of the punt defense team, aside from the punter)
 
Note that the code shown above is slightly different then the code given in the Shorter Punts link I provided and that is because I didnt want to fully remove the speed boost of the kicking team. If you want to fully remove it (or change the speed higher or lower) you would change the 2 fields that I modified (0x8165 and 0x8167; 0x8171 and 0x8173).
 
So you might want to try this and see if you like it or not. Just a suggestion as I  too was looking to improve punts and found this to be an interesting alternative.

You are not really correct. The whole game will turn out the same if you run a game from the same save state(s).

The CPU is always making the same choice because you are always loading from the same state thus the every time a random numbers check is being done at time X that number will be the same.

There is a random number load going on for the kick receive choice. It could be hacked to load a team preference.

I also found out that the Punter and the rest of his punt defense team receive a hefty boost of attributes when defending against the punt return.

You can remove that boost by going to the following lines and changinge the code accordingly in the rom.

#8164: Change E2 06 E3 04 to E2 00 E3 00 (This boosts the punter himself)

#8170: Change E2 06 E3 04 to E2 00 E3 00 (This boosts the rest of the punt defense team, aside from the punter)

You can also decrease the boost level a bit(Rather than completely turning it off) by lowering each of the values that was changed to 00 to something a bit higher than zero.........or raise the boost value by raising these values to something higher than their original values.
