I still don't want a data plan, I wonder if there's any non-smart phones that can play an NES emulator... The Xenon maybe? Designing applications or even porting over emulators would be extremely difficult. Plus the operating system is proprietary, which would make it difficult too. As far as I know there isn't one, so you would have to design it. Try getting a google android or windows mobile phone, might have better luck.
