Looking for help in making a spreadsheet for SNES TSB 1 uniform matchups

I am looking to get some help with a spreadsheet for setting the uniform matchups for Tecmo Super Bowl 1 for the SNES. What I am hoping to do with the attached spreadsheet is:

1. Convert the numbers from column B to column AC from binary to hex code in column AD to AG. (Four zeroes need to be added to the end of the string to come up with the correct hex code)
2. Convert the binary number to hex code into column AI per row.

In theory the setup on the attached spreadsheet should work but when I use the set command generated it is not making the changes I am looking for. Example is the 1st game in the 1990 season, Chiefs vs Vikings ends up with both teams using their white uniforms. Anyone thing they can help with this one?

In the interim, if you download one of The SuperTecBros. 90s ROMs, cut & paste the uniform table from x1752-17C1. You will not have a color on color matchup for any team (MIN v KC included).
