How Many Regular Season Wins Before the Computer Opponent Gets Tougher?

For vanilla TSB (NES), what exactly are the win "tiers" for determining how difficult the computer opponent gets?  In other words, I know going 16-0 in the regular season is going to bring max juice, but what exactly are the other win totals where the computer gets harder?  Does the first juice bump happen after, say, 8 wins, the next one after 11 wins, etc?  I always wondered exactly when the CPU decides to get tougher based off how many games one wins in the regular season.
