Southeastern Tecmo Rules and Guidelines Welcome to Tecmo Super Bowl First Rule of Tecmo Super Bowl is You Do not talk about Tecmo Super Bowl. Second Rule of Tecmo Super Bowl: YOU DO NOT TALK ABOUT TECMO SUPER BOWL! SETA Tournament Commissioner- Jason Pearce SETA Tournament Manager- Luke Ray SETA Tournament Staff Lead- Clint Crane PLEASE GET FAMILIAR WITH THESE RULES. IF YOU DO NOT IT COULD COST YOU ****VIP ATTENTION: NO FOOD OR DRINKS WHILE PLAYING IN A GAME. DRINKS OR FOOD ARE NOT ALLOW IN THE GAMING AREA/ZERO EXCEPTIONS !! ATTENTION Keep game play moving meaning, do not wait around to call plays. This will not result in a penalty unless it is excessive throughout the tournament; After the 2 min. mark in the 4th quarter running the clock will be permitted. RULES OF CONDUCT: Everyone attending will be expected to conduct themselves in a courteous and respectful manner to fellow Tecmo players and staff. Outbursts which result in a disruption of play or destruction of property will result in immediate disqualification. Disruption of play includes, but not limited to, arguments with other players or staff and any actions considered violent or aggressive towards others. Destruction of property is pretty self-explanatory; we will be using flat screen T.V.’s with equipment made in the 1980’s, any outburst or actions that results in any equipment being destroyed or damaged will result in disqualification and possibility of prosecution. Also if you are in a game and someone calls you out for breaking a rule it is NOT that persons fault YOU broke a rule. This has to be a gentleman’s agreement. If you do break a rule, DO NOT wait on the other person to call you out, be a man and admit your mistakes. Also if there is a dispute call a staff member over immediately. Do not argue or try and work it out with each other or spectators. Also, DO NOT lie about you or someone else breaking a rule. I do not expect a problem with this since we are ALL adults but I am sure stranger things have happened. There will be a brief introduction before Group play and some rules may be covered. It will be each players own responsibility to know these rules before tournament begins. If you get called for something take responsibility for your mistake, if you disagree the matter will be handled by a staff member quickly and justly. I will be giving about a 10 minute introduction before kickoff. This will not be a question and answer period; once again read these rules and be prepared. If you have a legitimate question or concern which has not been previously addressed please do so well before the day of tournament if at all possible. RULES OF PLAY: Coin Toss or Rock Paper Scissors: A manual coin-flip will precede each game. The coin-flip winner will choose the matchup. The coin-flip loser then selects either (a) one of the two teams or ( his preferred controller. Whatever choice is made then the winner of the coin flips chooses the last available option. In Game Coin Toss: What is an IGCT? It is when the computer is selecting which team wins the toss before the actual game starts. Each player must allow the in game coin toss to be completed. Therefore, DO NOT tap your button to skip the IGCT process. If this happens you will be without your controller for your first defensive possession and the Up A run play will be selected by a staff member for the entirety of the offended players drive. Once the drive has ended either through a Punt or a Score the game will continue in its original state with both players controlling their teams. This rule applies for OT as well. Best way to avoid getting flagged for an IGCT is to lay down your controller until the selection process is over. Once the process is complete which ever person won the IGCT will pick up their controller and select to Kick or Receive (Kick-Off or Return Kick). Once the winner of the IGCT makes their choice you can then pick up your controller to begin play. Therefore there should NEVER be a reason for an IGCT flag to come out, and if it does it was because you did not follow these instructions. Player No Shows: A PNS Penalty will be charged to any player who is late to a game. Once the player is considered late the game will be locked, (start times are TBA and may vary but all players will be notified in plenty of time). If a player has two PNS penalties during the tournament (including group play), that player will be disqualified from the tournament and banned from the following years tournament. Exceptions can be made and those decisions will be made by the commissioner (could vary from year to year), decisions will be just and final. If a PNS is charged the would-be challenger will meet with a SETA Staff Member and the game will be locked in a MAN vs. COM. The locked game will always be NE vs. IND and the challenger can pick one of the two teams and the game will be logged and played.(COMP playbook will be the set by staff member) Playbooks, Lineup Changes and Team Balance Integrity: Customizing playbooks is permissible. You can access your playbook before each game. Checking the conditions of players or substitutions can be checked anytime during a game. RB’s can be the only players in the RB postion unless for blocking purposes which is explained down below. You can interchange TE’s and WR’s or put RB’s in the WR slot if you chose too. IMPORTANT: This game has a work around for a WR at a RB position. If you are playing with a team that has 4 WR(WASH, HOU. ATL or PHX maybe one or two more?). The top WR will act as a running back (top WR does not mean you best WR simply the top one in the lineup position). So this means you could have a WR in a RB slot. We are going to correct this by saying. If you plan on running the ball AT ALL with that position you MUST put a RB in for that WR slot. Simply put if you are planning to treat that position like a RB position then you must substitute accordingly. You can put in a TE or WR in a RB slot for blocking purposes only. No Ties/Overtime: No game can end in a tie. If a game is tied at the end of regulation, competitors will proceed to OT. All OT's will be 5-minute periods. If no one scores in the first OT, the second OT will be the first quarter of a new game. The 2nd OT will be the second quarter of the new game. If 4 OT’s are played a new game will start. This process will be repeated until a winner emerges. Teams are NOT allowed to score FG’s on their first possession of the first two OT’s, only a touchdown on a team’s first possession of OT can end the game. Also if a player wins the toss in the first OT and a second OT is played then the other player gets the ball first. Again if an OT is played and 4 quarters of new OT is played then the same rules apply. The winner of the coin toss in the new OT game (which would be the 6th OT) gets the ball. Lurching: Players CANNOT simply go around your blocker and dive with a DL, (aka lurching). The Defensive Line consist of a RE, DT and LE. Even though the ROLB and LOLB are close to the line they are NOT on the defensive line which means lurching does not apply. If you are called for lurching the penalty will be 15 yards and automatic first down. If the play happens inside the 10 yard-line the offended player will receive a first and goal from the 1 yard-line. If an illegal play happens twice in a game, the game will be called due to disqualification and recorded giving a loss to the offending player and a win to the offended player. Players can be DL but cannot blitz the QB Nintendo Malfunctions: If there is an equipment failure the game will be played from the point of the malfunction with “rounded time”. What is rounded time? If the game malfunctions at 1:20 in the 2nd quarter the game will be restarted as true to what it was before the malfunction (meaning players cannot change plays, Also, the scores, downs and game situation will be set true. True meaning as it was before the malfunction). So this means one full half of football will be played adding 1:00 minute to the second half not a 1:20. The time and game situation will be determined by the two player’s involved and a rules official. The rules official will remain present during the rest of the game to ensure game integrity. The rules official will also control a team at the start of the reset game so the original game situation can occur. Whatever time this takes will be added to the end of the game. Once the game situation has been set back to true, the time it took will be calculated and added in “rounded time” to the 1:00 that has already been added to the reset game. Simply put if game malfunctions with 1:00 to play in the first half and it takes 2:22 to set the reset game back to true then 3 minutes will be played into the second half. Making the 2:00 mark of the 3rd quarter no time left in the game. Resulting in a full Tecmo game being complete aided by Rounded Time. Tournament Disputes: Will be handled by Jason Pearce, Luke Ray and/or Clint Crane. Again respect each other and these classic systems and games and if you have any issues it will be handled quickly and fairly. All disputes will be decided by the rules officials only and all decisions will be justified and will be final. Any dispute or situation that has not be addressed before group/tournament but arise during play will be handled by staff members only. These decisions will be justified and final. Punting the Ball: Punting the ball must be attempted in the first 2 power-bars. If not the offending player will be given a penalty. Penalty will be decided by me only. Depending on the game situation, the result of the penalty could be, minimum to server and time could be added to the clock. Minimum penalty will be - Ball at the spot of the foul for the receiving team. Max penalty - Disqualification. So make sure you get your punts off on the first 2 power-bars NO EXCEPTIONS. Limited Team Picking: Coin toss winners can only pick the same match up once per round. (1st round Group Play 2nd round Tournament Play) Meaning if you pick Falcons vs. Eagles in group play you cannot pick that match up again until Tournament play begins. However just because “Player Joe” picked Falcons Eagles doesn’t limit “Player Bob” from picking Falcons vs. Eagles if Bob and Joe were to play later on in Group play. Limited Team Picking only affects players who have chosen a previous match-up, thus not affecting a perspective challengers options:
