Ok I found the hex to edit to change each QB's scramble chance, but I'm wondering what's the highest you can go? Is 9 the max?

What about A-F? Can you look at the most scramble prone qbs?

If you are talking about the last digit of byte 7 on the qrtr backs ratings, then f is the highest, 0 is the lowest.

Ah cool thanks, yeah Cunningham has a 9 in that byte, so I figured that was the cap. I should have thought to try F

There is actually a set of 16 bytes at location 18b47 in the rom that control the % for each rating.
20 30 40 50 60 70 80 90 a0 b0 c0 d0 e0 f0 f8 ff ff. these are either the number compared or the actual percentage. 20 woul be 1/8th chanec to scramble. 20/ff or 32/ 256 = 12.5%. you can change these for even more control.
