This certainly seems like a cheating tool either way. Useful, but we know people are going to use it during games. The only way to combat it is if everyone uses it, and that's just not Tecmo anymore!
In any event, I'd like to see it get finished; I just wish people don't abuse like I know they will.

I'm not sure how it's cheating, but I could see it killing some offensive momentum. On the other hand, if the offense sees the defense conditions, they can see what DBs to go after/avoid.
Can they make the hack work like this: in order to look at "defensive conditions", the defense must "call a timeout" first?

I guess that's one way to look at it since it gives you an advantage.
But I like to think of it as something that helps replace missing functionality. I mean you can check offensive guys but not defense? Obviously tecmo added this feature in later versions. I'm just not smart enough to actually hack the nes version to do so.

Ya I guess you could target specific DB's but in actual practice thats not always practical. I like it more for seeing which of my additional defenders might be useful to control.
Even for offense it saves me from cycling through a ton of guys.
Converting it to a nice GUI program might take me a fair amount of time so I might just release it as a command line program until then.

If you look at the majority of hacks to TSB out there, they basically introduce functionality that was introduced in TSB I/II/III for the SNES.
This is along the lines of being able to change plays or having 32 teams except it's much easier to do outside of Tecmo than inside it.
It's something that will be readily available to anyone going forward as it's already out there anyway.

Don't get me wrong, I agree that this is a cool thing to have created and serves a good purpose.
The problem is that for this, unlike hacks, you can't have an online game/league where you decide that you don't want it. For example, a league can choose to implement the hack that lets you change plays during the game. If not, neither guy is able to do it.
With this 3rd-party application, one guy can use it while the other guy doesn't use it. If it's available, for the sake of an even playing ground, leagues are going to have to say that people are allowed to use it. Otherwise, it would be easy to gain an advantage if your opponent is following the league rules by not using the 3rd-party tool.
My concern is mainly with the people that are going to use this, similar to the supposed application that tells you what play your opponent picked, to gain an unfair advantage during online games.

It's only unfair if its unavailable to use for everyone. Other than that I suppose you could implement a league rule if you don't want it allowed. Then it's on the honor system just like
